Curriculum Outline

Introduction – Starting Points

If you think you might be interested in this series this is the workshop to attend. This session is a decision point for your business. It will explain the series and help you decide if this series is for you. It is important to understand what will be expected of you and what you can gain. Companies that is not ready for the 24 Hour Difference will be referred to more appropriate resources if indicated.

Who Buys What and How

To penetrate the Government’s procurement system you need to know who buys what and how. You will learn about who is making decisions, You will different kinds of procurement instruments used by government buyers and how they are used. The class will review Local, State, and Federal Procurement. We will examine set asides, prime contracting, and subcontracting. Finally we will look as search engines, how to use them and what you should know about them.

Certification Boot Camp

This is a series of three sessions that will run concurrently with the 24 Hour Difference and is for those participants that are eligible for State of Indiana and Federal Government certification. The end result of this workshop is that the participant can have a State of Indiana certification application completed and ready to submit. Much of the Information compiled for the State certification will be used in the Federal application.

GSA

GSA is a tool that is used by Federal and State governments to buy goods and services. In general, it is like having our goods and services listed in a gigantic catalogue f pre-approved and priced products. The workshop will explain what a GSA Schedule is and how government contracting officers use them. There will be a review of the different schedules and how they work. Then we will examine the application and contracting process and how to secure a GSA contract in order to get your company’s goods and services on a GSA Schedule. Last, but not least we will look at how you market you GSA Schedule listing.

 Federal Procurement

Federal procurement takes you deeper into the understanding of how our Federal Government buys goods and services. There will be an examination of the different units of the Federal Government and how you learn how to identify what commands buy specialized products or services. You will learn the role of the Requiring Authority (RA) and the relationship between the RA and the Contracting Officer. You will learn about pre-marketing and fixed bids.  Last, but not least you will learn how to position yourself for success and not waste time and money chasing contracts you can not win.

State and Local Procurement

This session will focus on State and Local Procurement including the Gaming Industry. Included in this session will be INDOT standards, Army Corp of Engineers Standards, and Construction code requirements. The State information will focus on the State of Indiana but will also teach you how to search for opportunities in other states. Women Owned Businesses (WBE) and Minority Owned Business (MBE) sub-contracting requirements will be covered including how to position your company as a sub-contractor.

Partnerships

This session will deal with why, how and when to partner with other corporations. We will cover the advantages and disadvantages of such partnerships. Teaming agreements and non-disclosure agreements will be explained and discussed. Strategies in positioning   your company as a partner to a large prime contractor will be explored.

Proposal Writing

The proposal writing session will break into two categories. One on product bid preparation and a section on service proposals. Bid and RFP’s will be explained. You will each take a real RFP and learn about how to break in into different sections, where to find what information, and what you have to do to respond to a bid or RFP.

Your Plan

Here is where the participant develops a customized strategy fo his or her company. This session will have each participant identifying three target marketing areas and designing a strategy and plan to penetrate those target markets. Participants will present their plans to the class and together they will improve their plans.
